Mr. Bashar is a reputed international expert on Institutional Strengthening and Capacity Building, Total Quality Management (TQM), Total Productive Maintenance (TPM), Productivity Improvement Techniques (PIT), Quality Control Circles (QCC), Performance Improvement Teams (PIT), Problem Solving Tools, KAIZEN, 5-S Concepts ISO-9001, 14000, 45001, 22001, SA-8000 standards, OD interventions and Change Management.

Mr. Bashar is an international consultant and trainer. Until 2022, more than 75000 senior executives at home and abroad have listened to his lectures directly. Up to 2022 he has more than 42 years’ experience in Management Consultancy, Human Resources Development, Labour Rights and Training.

He has successfully completed more than 160 assignments/ projects both in public and private sector organizations at home and abroad. He was involved in many consultancy assignments under JICA, ILO, UNICEF, UNDP, The World Bank, DFID and USAID funded and Dutch Assisted Projects.

He published three books and more than 30 articles in national and international journals.

Mr. Bashar is a reputed social worker. He is involved with many voluntary activities. He was President of SWID (Society for the intellectually Disabled), Dhanmondi Branch and established its own campus at Basila aiming at care, education and rehabilitation of intellectually disabled children. He worked for human development for a long time. Currently, he the Chairman of HOPE Autism Welfare Association. He is one of the key person who established BAAS-Yamamoto Computer School and first organized countrywide training courses of BAAS with local experts. He is one of the key persons to prepare byelaws on Finance, Scholarship of BAAS with a view to promote good governance, & Transparency & accountability. He was the President of BAAS. With idea and support initially TQM Club and later Bangladesh Society for Total Quality Management (BSTQM) was established to promote TQM as a management philosophy. With this effort a silent mental revolution is going on in Bangladesh. He is e of the founder of the World Council for Total Quality and Excellence in Education (WCTQEE) with its headquarters in India and spread over more than 20 countries. Mr.Bashar is currently its Adviser. He is one of the founder of Bangladesh-Japan Training Institute (BJTI) and rendered services as honorary Academic Director of the Institute. Mr.Bashar is the Founder Secretary General of Bangladesh Ethics Foundation (BEF). He has developed concept of promotion of ethics at pre, primary and higher education. He has developed guidelines for promotion of ethics among students, teachers and guardians. He has established the concept of “Honesty Shop” a shop without a shop keeper, “Self – invigilated Examination” and “Confession Book” leading towards practicing ethics within educational institutions. Mr.Bashar is currently the Motowally of Abdul Aziz & Abdul Aziz Waqf Estate, a religious and social welfare organisation established by his ancestors in 1834 AD (estimated). The Estate includes a Mosque, a Hafezia Madrasha, a Moktab and Darus Salam Madrasha.

Former Syndicate Member, Rajshahi University of Engineering & Technology (RUET), Member, Accreditation Committee for Mechanical & Civil Engineering degree of Military Institutes of Science & Technology (MIST) and Khulna University of Engineering & Technology (KUET). Besides, he is involved in the management committee of several educational institutions.

Immediately after graduation from BUET, he joined Ministry of Food, Government of Bangladesh. Later he joined the then Bangladesh Management Development Centre (BMDC) currently known as BIM. He served in BMDC in the capacity of Management Counsellor, Senior Management Counsellor and Member-Secretary of the Board of Governors. Later in 1991 he resigned from BMDC and was one of the leading person to establish Centre for Management Development (CMD), a private limited company along with his colleagues. CMD was the only consultancy and training firm at that time in Bangladesh in private sector.

His consultancy assignments encompasses public and private sectors specially in energy and power, textiles, real estates, pharmaceuticals, local government, health, education etc, He promoted Peoples Participation in Water Management’. In the process he established Water User Group & Association, Embank Maintenance Group etc. provided training to thousands of destitute woman, farmers, khalasis, operators, Engineers and Subject Matter Specialists on various issues of irrigation management. He has trained about 25,000 Union Parishad Chairman, Secretaries and Members to improve their managerial and decision making skill. He has rendered services in the capacity of Deputy Team Leader and Team Leader in few dozens of assignments and projects.

As a leading expert in quality, he has led Bangladeshi delegation in International Conventions held in Japan, Singapore, Thailand, Malaysia, South Korea, China, India, Iran, Mauritius, Sri-Lanka, Nepal and Indonesia. He worked as Consultant and Trainer in Ghana, India, Nepal, Sri-Lanka, Philippines and Pakistan. He has initiated Quality Control Circles first time in Bangladesh and Nepal.
